A high PR link building service is a provider that earns you links from strong, trusted websites, and the one I rank first is Goldie Agency, which is my own agency.
I'm putting that disclosure in the first line so you know exactly where my bias sits.
Here's the honest bit most providers skip: Google no longer shows anyone a public PageRank score, so "high PR" today really means high authority, judged with other signals.
After my agency, the providers I'd shortlist for high-authority links are uSERP, Editorial.Link, Page One Power, Linkifi, Fractl, Siege Media and Authority Builders.
If you want my team to tell you which links your site actually needs, book a free SEO strategy session and we'll map it out.
Here's my ranking in one table, with my own agency at number one and what "high authority" means on each provider's own site.
| Rank | Service | What high authority means on its own site | Best for |
|---|---|---|---|
| 1 | Goldie Agency (mine) | Relevant sites with real traffic and authority, with every placement reviewed for relevance, authority and safety | Businesses that want links and strategy from one team |
| 2 | uSERP | High-authority sites only, judged on organic traffic and the ratio of linking domains to outbound links | SaaS, finance and health brands chasing major publications |
| 3 | Editorial.Link | Every placement on a site with DR 60 or higher, with an average of 67 | Buyers who want a stated DR floor |
| 4 | Page One Power | Manual outreach to publishers it has vetted, rather than link networks or PBNs | Established brands that want a long-term partner |
| 5 | Linkifi | Stories pitched directly to journalists at large publications | Brands that want press-style coverage |
| 6 | Fractl | Data journalism, digital PR and expert quote placement | Brands with stories or data worth covering |
| 7 | Siege Media | Digital PR as part of a full-service GEO and content offer | Brands that want links tied to content and AI visibility |
| 8 | Authority Builders | Vetted publishers with real traffic, where you choose the metrics | SEOs who want to set their own thresholds |
High PR Link Building Service: My Top 3 At A Glance
If you only read one section, read this one.
- 🥇 Goldie Agency (my agency) is my pick, because its process starts with relevant sites that have real traffic and ends with every live link reported.
- 🥈 uSERP is my pick for big-brand coverage, because it says it only targets high-authority sites and judges them on real organic traffic.
- 🥉 Editorial.Link is my pick if you want a written DR floor, because its FAQ says every placement sits on a DR 60+ site.
I read every provider's own website on 27 October 2026, and every claim below comes from those pages.
I haven't hired the third-party providers myself, so I'm describing what each one says about itself.

What "High PR" Actually Means In 2026
PR stands for PageRank, the link analysis system Google was built on.
For years, Google showed a public PageRank score from 0 to 10 in its toolbar, and "high PR links" meant links from pages with a high toolbar score.
Google confirmed in 2016, in a statement reported by Search Engine Land, that it was removing Toolbar PageRank while continuing to use PageRank internally.
So there is no public Google PageRank number for any website today.
Anyone quoting you a "Google PR score" is quoting a number that Google no longer publishes.
PageRank itself is still alive, though.
Google's own guide to its ranking systems says PageRank was one of its core ranking systems when Google first launched.
The same page says how PageRank works has evolved a lot since then, and that it continues to be part of Google's core ranking systems.
That's why links still matter, and that's why the phrase "high PR" stuck around even after the public score disappeared.
The Metrics People Use Instead Of PR
Because Google stopped publishing the score, SEO tools built their own estimates.
| Metric | Who makes it | What it measures | What it doesn't tell you |
|---|---|---|---|
| Toolbar PageRank | Google, retired in 2016 | A public 0 to 10 score that no longer exists | Anything current |
| Domain Rating (DR) | Ahrefs | The strength of a site's backlink profile compared with other sites in Ahrefs' database, on a 100-point scale | Whether the site is relevant to you or has real readers |
| Domain Authority (DA) | Moz | A 1 to 100 prediction of how likely a site is to rank compared with competitors | Moz says it isn't a direct ranking factor used by Google |
| Estimated organic traffic | SEO tools such as Ahrefs or Semrush | How many visits a site likely gets from search | The exact figure, because it's an estimate |
| Relevance | You | Whether the site covers your topic and audience | Nothing a tool can fully judge for you |
Ahrefs describes Domain Rating as the strength of a website's backlink profile compared with others in its database.
Moz describes Domain Authority as a score it developed that predicts how likely a site is to rank, and it says DA isn't a direct ranking factor used by Google.
So DR and DA are useful proxies, but they are third-party estimates, and neither one is Google's PageRank.
The 8 Best High PR Link Building Services, Ranked
Each entry tells you what the provider says about authority, who it suits and where to find it.
1. Goldie Agency (My Agency)
Goldie Agency is the SEO and link building agency I started on my own, and it has 70+ SEO experts.
The homepage describes a five-step process: research relevant sites with real traffic and authority, run personalised manual outreach, create content for each publisher, check quality and report every live link.
It says every placement is reviewed for relevance, authority and safety, and it promises manual outreach with no PBNs.
Its link building page groups monthly packages into DR bands of 30 to 39, 40 to 59 and 60 plus, so you can choose the authority level you want.
Goldstar Links, the agency's link building site, adds a 3-layer approval process for every backlink and a personal account manager.
Best for: businesses that want links, strategy and reporting from one team.
Price: engagements are scoped on a call, so I'm not quoting a number here.
How to start: book a free SEO strategy session with my team.
2. uSERP
uSERP says it has served 575+ clients and builds links on high-authority websites only, with no spammy lists or PBNs.

Best for: buyers who want a written DR floor.
4. Page One Power
Page One Power says it has been exclusively a link building service since 2010.

How To Vet A High PR Link In Seven Checks
This is the exact checklist I'd run on any placement a provider offers me, mine included.
Check 1: Look at real organic traffic first
Open the site in an SEO tool and look at estimated organic traffic over the last year.
A high DR with flat or falling traffic is a warning sign, because a strong-looking site with no readers sends you nothing.
Check 2: Confirm topical relevance
Read three recent articles on the site and ask whether your buyers would read them.
A relevant DR 40 site often beats an unrelated DR 80 site for real business results.
Check 3: Then look at DR or DA
Use DR or DA as a filter, not a verdict.
They tell you roughly how strong a site's link profile is, and nothing more.
Check 4: Count the outbound links
Look at how many other sites the page and the domain link out to.
A site that links to everyone, on every topic, is usually selling links to anyone who asks.
Check 5: Read the page your link would sit on
Check that the page is a real article with a real editor behind it.
A page stuffed with unrelated links is not an editorial placement.
Check 6: Check how the link is marked
Ask whether the placement is paid, and if it is, whether it will carry rel="sponsored".
Check 7: Make sure it points at the right page
Point high-authority links at the money pages you want to rank, not just your blog homepage.
What Google's Link Spam Policy Says About High PR Links
High authority doesn't make a link safe.
Google's spam policies define link spam as creating links to or from a site primarily to manipulate search rankings.
The examples include buying or selling links for ranking purposes, excessive link exchanges and using automated programs or services to create links.
Google also says buying and selling links is a normal part of advertising, as long as those links are qualified with rel="nofollow" or rel="sponsored".
Google's guide to qualifying outbound links says to mark advertisements or paid placements with rel="sponsored".
So a DR 90 link that exists only because money changed hands, and that passes ranking credit, is still what Google calls link spam.
Ask every provider exactly how each high-authority placement is earned.

Red Flags When A Service Sells "High PR" Links
These are the warning signs I'd act on straight away.
- A provider that quotes a "Google PR score" is quoting a number Google stopped publishing in 2016.
- A provider that guarantees a ranking is promising something nobody controls.
- A long list of high-DR sites with tiny traffic usually means inflated metrics.
- A provider that won't name the sites before or after placement is asking you to buy blind.
- A package of hundreds of high-DR links for a tiny fee usually means automated or low-quality placements.
Where AI Agents Fit Next To A High PR Service
I use AI agents for the boring checks, and people handle the relationships and the judgement.
An agent can pull traffic trends, count outbound links and summarise each proposed site before I look at it.
It can also re-check every live link each week and tell me when one disappears.
If you want the wiring behind that kind of agent, my guide to setting up a Hermes MCP server shows how I connect agents to tools.

Real Results Shown On The Goldie Agency Site
I only quote case studies that are published on goldie.agency, and several of them track DR, which is a third-party Ahrefs metric.
- The site says JJESIM increased its DR by 6 and grew traffic by 1,800% between June and September 2025 through focused off-page SEO.
- The site says Memrizz increased its DR by 22 and grew traffic by 791% between July 2024 and July 2025.
- The site says Philanthropeak increased its DR by 32 and gained 979 keyword rankings between January and July 2025.
These are past results for specific sites, and they don't promise what will happen on yours.
My Verdict
The best high PR link building service is the one that judges sites on real traffic and relevance first, uses DR as a filter and shows you every live link.
I put my own agency first, and I've told you why and where the bias sits.
If you want a third-party option, uSERP and Editorial.Link are the two I'd call first for high-authority placements.

FAQ: High PR Link Building Service
What does high PR mean in link building?
PR stands for PageRank, and Google used to show a public 0 to 10 score in its toolbar.
Google retired that public score in 2016, so high PR now loosely means links from strong, trusted sites.
Does Google still use PageRank?
Yes, Google's ranking systems guide says PageRank continues to be part of its core ranking systems.
What disappeared is the public score, not the system.
Are DR and DA the same as PageRank?
No, DR is an Ahrefs metric and DA is a Moz metric.
Both are third-party estimates built from each tool's own link data.
Who is the best high PR link building service?
I rank my own agency, Goldie Agency, first, and I've told you that's my bias.
My third-party shortlist is uSERP, Editorial.Link, Page One Power, Linkifi, Fractl, Siege Media and Authority Builders.
Can a service guarantee a DR or a ranking?
Nobody controls Google's rankings, so a guaranteed ranking is a red flag.
A provider can promise placements above a stated DR, but DR on its own says nothing about relevance or real traffic.
